GBI Investigates Officer Involved Shooting in Newton County

Covington, GA (June 23, 2021) – On Tuesday, June 22, 2021, the Georgia Bureau of Investigation was requested by the Newton County Sheriff’s Office (NCSO) to investigate an officer involved shooting.

Preliminary information indicates that at approximately 6:20 p.m., NCSO deputies were located at a residence in the 3400 block of Highway 162 in Covington to arrest Alexander Matthew Collins, 27, of Covington, who had outstanding arrest warrants for aggravated assault, false imprisonment, and pointing a gun at another person. Collins was located inside the residence while deputies negotiated with him to surrender. The NCSO SWAT Team was also deployed during the standoff.

GBI Investigates Use of Force in Coweta County

Newnan, GA (June 22, 2021) – On Monday, June 21, 2021, at approximately 11:30 P.M., the Georgia Bureau of Investigation was requested by the Newnan Police Department and Coweta County Sheriff’s Office to investigate a use of force.

Preliminary information indicates that at approximately 7:09 P.M., a neighbor called 911 advising of a shooting incident that occurred at 99 Stonebridge Xing, Newnan, GA. Newnan Police Department officers and Coweta County Sheriff’s Office deputies responded to the scene and found Isaiah Malik Smith, age 27, lying in the front of a nearby residence with multiple gunshot wounds. Officers were able to speak with Isaiah who told them he was shot by his father, Steve Richard Pete Smith, age 48. Isaiah believed his father was still in the residence.

GBI Arrests Former City of Griffin Employees for Theft by Taking

Griffin, GA  (June 21, 2021) – The GBI has arrested Gary Phillip Francis, 62, of Griffin, GA on five counts of felony theft by taking, and Stevie Raymond Williams, 65, of Griffin, GA on two counts of felony theft by taking. Warrants have been issued for Terry Eugene Lewis, 57, of Griffin, GA on one count of felony theft by taking, and Jason Eugene Abercrombie, 42, of Mansfield, GA on one count of felony theft by taking.

On September 30, 2020, the GBI Region 2 Field Office was requested by the Griffin Police Department to assist in investigating allegations of the theft of City of Griffin property by city employees after an internal audit was conducted by the City of Griffin Central Services Department revealing several large items of equipment and vehicles were missing.

Further investigation revealed that after the retirement of then Central Services Director Phil Francis in September 2020, City officials performed a routine audit of the department’s heavy equipment. This audit resulted in several pieces of large equipment being unaccounted for in departmental records. The results of the audit were then given to the Griffin Police Department (GPD) for further investigation. During its initial investigation, GPD quickly uncovered that this matter spanned multiple jurisdictions outside of the City Limits of Griffin. Given this information, Griffin Police Chief Mike Yates and then City Manager, Kenny Smith, requested that the GBI assume the investigation.

At the conclusion of an 8-month GBI investigation, it was determined that Lewis, Abercrombie, Francis, and Williams committed felony theft by taking in reference to a 2007 International roll-off truck, a 2002 Polaris UTV, a 2005 Polaris Ranger, a 2006 Peterbilt 320 garbage truck, a Caterpillar skid steer, a 2004 Ford Super Duty truck, and a Grasshopper 322D lawnmower.

GBI Makes Arrest in Eatonton Double Homicide Investigation

Eatonton, GA (June 21, 2021) –  On Sunday, June 20, 2021, the GBI arrested Xavier Rashad Chambers, age 19, of Milledgeville, for two counts of Malice Murder, two counts of Aggravated Assault, one count of Possession of Firearm with Altered Identification, in connection to a double homicide that occurred in Eatonton that evening. The preliminary investigation indicates there was a large crowd of people at a residence on Lawson Drive. Eatonton Police were called at approximately 7:42 p.m. to report people fighting in the road. Eatonton PD officers responded to disperse the crowd and left the area. At approximately 8:56 p.m., Eatonton Police heard gunshots in the area of Lawson Drive. Officers responded to the area and upon arrival, they discovered two deceased males from what appeared to be gunshot wounds. Shortly after the police left the area the first time, Chambers began shooting in the crowd, striking and killing Roman Felton Rowell, age 19, and Jeremiah DeSean Walton, age 16, both from Eatonton.

GBI Arrests Harris County Man for Elder Abuse and Murder

Pine Mountain, GA (June 21, 2021) – On Friday, June 18, 2021, the GBI arrested Joshua Deandre Grier, 27, of Pine Mountain, GA on one count of felony exploitation and intimidation of disabled adults and elder persons and one count of felony murder.

Monroe County Man Arrested for Child Sexual Exploitation

Forsyth, GA (June 21, 2021) – On Thursday, June 17, 2021, the Georgia Bureau of Investigation’s (GBI) Child Exploitation and Computer Crimes (CEACC) Unit, arrested Anthony Latrell Grier, 30, of Forsyth, Georgia. Grier was charged with six counts of Sexual Exploitation of Children (distribution of child pornography). The GBI CEACC Unit began an investigation into Grier’s online activity after receiving multiple Cybertips from the National Center of Missing and Exploited Children (NCMEC) regarding the online possession and distribution of images depicting child sexual abuse material to a popular online platform. This investigation led to a search warrant at Grier’s residence in Monroe County as well as a search of Grier’s person at the Department of Community Supervision in Lamar County. Grier was booked into the Monroe County Jail upon his arrest.

An arrest warrant for Murder has been issued for Maria Katherine Chavez Encarnacion, 28, of Marietta, GA, in the murder of Rosanna Delgado on April 20, 2021. Encarnacion’s last known location is Mexico. Ellijay, GA - UPDATE - 5/26/21

Update:  A murder warrant has been issued for Carolina Jazmin Rodriguez-Ramirez, 28 of Oklahoma, for her involvement in the murder of Rossana Delgado.  Investigators have identified Rodriguez-Ramirez as the woman with Rossana Delgado in the Ross and Mercado Fresco video previously released in this case.  Rodriguez-Ramirez’ location is currently unknown, but she is believed to be in Mexico with at least one other suspect, Mario Alberto Barbosa-Juarez.  Additional charges are anticipated.

On Saturday, May 15 2021, the Georgia Bureau of Investigation, working in partnership with Homeland Security Investigations (HSI) Atlanta, HSI Harlingen, Texas and Attaché Matamoros, Mexico coordinated the arrests of Megan Colone, 30, and Oscar Manuel Garcia, 26.  The fifth suspect (previously identified in news releases by photographs) in this murder was located with Oscar Manuel Garcia and was identified as Juan Antonio Vega, 25.  A warrant was taken for Vega for the murder of Rossana Delgado.  Vega is a Cobb County resident.  All three suspects were apprehended in Mexico and returned to the United States.  HSI Harlingen and Customs and Border Patrol oversaw the transport of the suspects to Texas detention facilities.  All three are pending extradition proceedings to Georgia to face murder charges. Colone’s children were safely returned to the United States during these arrests operations.

GBI Investigates Officer Involved Shooting in Chatham County

Savannah, GA (June 18, 2021) – On Thursday, June 17, 2021, at approximately 3:25 p.m., the Georgia Bureau of Investigation was requested by the Georgia State Patrol to investigate an officer involved shooting that occurred in Savannah.

Preliminary information indicates that the Georgia State Patrol became involved in a vehicle pursuit that was originally initiated by the Chatham County Police Department. Jacob Anthony Palmer, 29, of Virginia, had assaulted a Chatham County Police Department officer and stolen their marked patrol car while the officer was investigating a report of a suspicious vehicle at a local hotel.

GBI Investigates Officer Involved Shooting in Douglasville

(Douglasville, GA) – On Friday, June 18, 2021, the GBI was requested by the Douglasville Police Department to investigate an officer involved shooting. 

Preliminary information indicates that at approximately 4:06 a.m., Douglasville Police Department officers responded to the Crestmark Apartment Homes complex located at 945 Crestmark Blvd, Lithia Springs, GA in reference to a domestic/person with a gun call.  The officer arrived and encountered Carlos Jackson, age 43, of Decatur, GA in the breeze way of an apartment building in the complex.  Jackson was armed with a rifle and pointed the rifle at the officer.  The Douglasville police officer fired his gun, striking Jackson.  Jackson jumped from the 2nd floor and ran away from the officer into the woods behind the apartment complex.  At approximately 7:12 a.m., Jackson was located deceased in the woods by members of the Douglasville P.D. SWAT.

GBI Investigates Officer Involved Shooting in Cherokee County

(Holly Springs, GA) - On Thursday, June 17, 2021, the Georgia Bureau of Investigation was requested by the Holly Springs Police Department to investigate an officer involved shooting that occurred the night before.

Preliminary information indicates that Holly Springs Police officers were conducting a traffic stop for speeding just after 11 p.m. on June 16 at the intersection of Harmony Lake Drive and Hickory Road.  At some point during the traffic stop, the driver of the vehicle, a man later identified as Ansy Dolce, 29, of Cherokee County, attempted to escape in his car.  Dolce dragged Holly Springs Police Officer Joe Burson, age 25, down Hickory Road until the vehicle crashed.  During the incident, Burson fired shots at Dol
