Atlanta, GA (June 24, 2024) - At the request of the Douglas County Sheriff’s Office, GBI agents are investigating an officer involved shooting in Atlanta, GA. One minor was shot during the incident. No officers were injured.


Preliminary information indicates on Sunday, June 23, 2024, the Dallas Police Department arrested Rashauny Mike Palmer, age 25, on charges of aggravated assault and kidnapping stemming from an incident that occurred Sunday night. Palmer was handcuffed and placed in the back seat of a patrol vehicle. While in custody, Palmer was able to escape from the patrol vehicle. Palmer ran to his Dodge Charger and drove away.

Police released a BOLO for Palmer and a Douglas County Sheriff’s Office deputy subsequently located the Dodge Charger traveling on I-20 East. The deputy attempted to stop Palmer, but Palmer did not stop the Charger. The deputy performed a pit maneuver on the Charger, but Palmer continued driving. The Charger then wrecked into a tractor trailer before coming to rest at the bottom of the Fulton Industrial Blvd exit ramp. Palmer ran to the nearby BP Gas station at 4335 Fulton Industrial Blvd, where he attempted to carjack a BMW at the gas pumps. The deputy fired at the BMW. There were 2 adults and one minor in the BMW. The minor in the backseat was hit. She was taken to a hospital where she is being treated for her injuries.


Palmer was taken into custody by the Douglas County Sheriff’s Office. Palmer faces multiple charges from various agencies.

The Dallas Police Department has charged Palmer with:

  • Obstruction Of Law Enforcement Officers
  • Criminal Attempt to Commit Murder
  • Battery - Intentionally Causes Substantial Physical Harm or Visible Bodily Harm to Another
  • Battery-Family violence
  • False imprisonment- Family violence
  • Aggravated Assault With Intent to Rape/Murder/Rob
  • Terroristic Threats
  • Kidnapping- Family violence
  • Escape
  • Obstruction Of Law Enforcement Officers
  • Possession Of Firearm Or Knife During Commission Of Or Attempt To Commit Certain Felonies
  • Reckless Conduct
  • Theft By Taking


The Douglas County Sheriff’s Office has charged Palmer with:

  • Felony Fleeing and Attempting to Elude

The GBI has charged Palmer with:

  • Hijacking a Motor Vehicle in the 2nd degree
  • Cruelty to children
  • Obstruction

The GBI will continue its independent investigation. Once complete, the case file will be given to the Fulton County District Attorney’s Office for review.
