GBI Investigates Habersham County Inmate Death
Clarkesville, GA - On Monday, April 9, 2018, at approximately 5:30 PM, Habersham County Sheriff, Joey Terrell, requested assistance from the Georgia Bureau of Investigation to investigate an in custody death. The inmate, Robert Mosely, 38, of Highlands, North Carolina, suffered from a medical emergency and was transported to the Northeast Georgia Medical Center on Sunday, April 8, 2018 where he was pronounced dead on Monday.
During the investigation agents established that Mosely utilized methamphetamine Sunday morning prior to his medical emergency. A search of the jail was conducted and methamphetamine was recovered. The investigation revealed that both inmates and persons outside the jail were responsible for the methamphetamine being brought into the jail. As a result, Krystal Chastain, 33 of Clarkesville, Georgia, was arrested and charged with conspiracy to distribute methamphetamine, possession of methamphetamine with intent to distribute and crossing a guard line with drugs. Inmate Daniel Campbell, 38 of Clarkesville, Georgia was charged with conspiracy to distribute methamphetamine. Inmate Christopher Kinney, 44 of Clarkesville, Georgia, Inmate Jason Mealor, 38 of Clarkesville, Georgia and Inmate Billy James Webb, 32 of Clarkesville, Georgia were all charged with conspiracy to distribute methamphetamine, possession of methamphetamine with intent to distribute and possession of drugs by an inmate.
The autopsy for Mosely is scheduled for Friday, April 13 at the GBI Medical Examiner’s Office in Decatur, Georgia.
The Appalachian Regional Drug Enforcement Office assisted GBI Cleveland with the investigation and was instrumental in the outcome of the investigation.
At this time additional charges are pending the completion of the investigation.
Upon completion of the investigation, the case will be provided to the Mountain Judicial Circuit District Attorney for prosecution.
