GBI Investigates Use of Force Incidents in Brooks County Jail: Jail Administrator and 4 Jail Officers Charged and arrested on October 4, 2016
Quitman, GA - On September 14, 2016, The GBI Thomasville Field Office was contacted and requested by Brooks County Sheriff Mike Dewey to initiate a criminal investigation regarding a use of force incident against an inmate in the Brooks County Jail by Brooks County Jail Officers.
During interviews with Jail staff, inmates and other witnesses, it was learned that additional incidents had taken place involving inmates and Jail Staff. The other incidents took place in March, April, May and September of 2016 which was when the original incident took place that started the GBI Investigation.
In consultation with the District Attorney’s Office, officers were charged with the following:
- Jail Administrator Scott Boutwell 49 y.o.a.
- 3 counts Cruelty to Inmates – Felony
- 1 Count Violation of Oath of Office – Felony
- 1 Count Simple Battery – Misdemeanor
- Jailer Courtney Giddens 29 y.o.a.
- 2 Counts Cruelty to Inmates – Felony
- Jailer Rina Griffin 29 y.o.a.
- 1 Count Cruelty to Inmates – Felony
- Jailer Dellisa Brown 26 y.o.a.
- 1 Count Cruelty to Inmates – Felony
- Jailer Jorqua Davis 27 y.o.a.
- 2 Counts Cruelty to Inmates – Felony
All of the individuals named above will have their first appearance before Superior Court Judge Brian McDaniel this afternoon at the Brooks County Jail in Quitman, Georgia. Anyone with information concerning this investigation is asked to call the GBI Thomasville Office at 229-225-4090.
