Oglethorpe County, GA – On Wednesday, May 25, 2016, the Georgia Bureau of Investigation (GBI) arrested Victor Blockum for the 2012 murder of Monroe banker, Charles Parker.  The GBI presented this investigation to an Oglethorpe County Grand Jury on Monday, May 23, 2016.  Blockum was indicted for Malice Murder, Felony Murder, Aggravated Assault, Armed Robbery, Hijacking a Motor Vehicle, Possession of Firearm During Commission of a Felony, and Concealing Death of Another.  Blockum was taken into custody by the Athens Clarke County Police Department without incident.

Blockum and Parker were business partners who were attempting to purchase a poultry farm together.  Parker was reported missing on January 16, 2012 by his wife.  Parker was last seen with Blockum in the afternoon of January 15, 2012.  Parker’s belongings, including his vehicle, were located throughout Athens following his disappearance.  Parker’s body was recovered from a well in Oglethorpe County in February 2012.

This investigation began as a missing persons investigation initiated by the Monroe Police Department.  GBI initially received the request for assistance from Oglethorpe County Sheriff’s Office after Parker was located.  This investigation remains active and other charges and arrests may be forthcoming.
