GBI Makes Arrests in Disabled Adult Abuse Investigation
Eatonton, GA – On Monday, March 14, 2016, the Georgia Bureau of Investigation (GBI) and the Eatonton Police Department arrested Felicia Clements, age 40, and Galvin Evans, age 25, on the following charges:
Felicia Clements – Cruelty to a Disabled Person, Cruelty to Children (2 counts), False Statements
Galvin Evans – Cruelty to a Disabled Person
On Monday, March 14, 2016, the GBI was requested by Eatonton Police Chief Kent Lawrence to assist in a disabled adult abuse investigation. The original tip came in advising officers that an individual was being abused at a residence located at 405 New Street in Eatonton, Putnam County, GA.
During a welfare check, officers discovered a particularly vulnerable individual with a medical condition severely neglected. The victim was covered in feces and soiled from urine. Additionally, the victim had open sores and was malnourished. Officers were also advised that the victim was diagnosed with cerebral palsy. The victim was transported to Putnam General Hospital for medical treatment and is in stable condition at the hospital.
Three other children were also at the residence and were taken into the custody of the Division of Family and Children Services (DFCS).
Clements (mother of the victim) and Evans (mother’s boyfriend) were questioned during the welfare check. Both subjects advised officers that no one was at the residence outside of the three children.
The Eatonton Police Department and GBI continue to conduct this active and ongoing disabled adult abuse investigation.
